Peculiarities of Enrolling Foreign Citizens and Persons Without Citizenship

Foreign citizens and stateless persons have the right to receive higher education at the expense of budgetary appropriations in accordance with international treaties of the Russian Federation, federal laws or the quota for educating foreign citizens and stateless persons (hereinafter referred to as the quota for foreign citizens education) established by the Government of the Russian Federation, as well as at the expense of individuals and entities in accordance with contracts for rendering of paid educational services.
Enrollment for training within the quota for educating foreign citizens is carried out in accordance with the directives of the federal executive body, which exercises the functions of elaborating state policy and normative and legal regulation in the education sphere. Acceptance for training within the quota for the foreign citizen education is carried out by the Conservatory separate order (orders).
Foreign citizens and stateless persons who are compatriots living abroad have the right to receive higher education equally with citizens of the Russian Federation on conditions that they comply with the requirements provided by Article 17 of the Federal Law No. 99-FL of May 24, 1999 “On Public Policy of the Russian Federation in Respect of Compatriots Abroad.”
Compatriots living abroad and not being citizens of the Russian Federation do not have special rights in educating under the bachelor's degree programs and specialty programs provided in accordance with the Federal Law No. 273-F3, unless otherwise provided by the international treaty of the Russian Federation.
When enrolling foreign citizens and stateless persons to educate under the bachelor's degree program and specialty programs in accordance with contracts on rendering paid educational services, the Institute shall establish at least two general entrance examinations independently selected by it from the number of entrance tests established by the Order No. 1204 for a corresponding specialty or direction of training, it may establish additional entrance examinations in correspondence with the Rules.
When applying for education a foreign citizen or stateless person indicates the details of the identity document or a document proving the identity of a foreign citizen in the Russian Federation or the identity of a stateless person in the Russian Federation in accordance with Article 10 of the Federal Law of July 25, 2002 N 115-FL “On the Legal Status of Foreign Citizens in the Russian Federation” (hereinafter - the document certifying the identity of a foreign citizen), and submits the original or a copy of the identity document, citizenship or a document identifying the stranger in accordance with subparagraph “a” of paragraph 57 of the Rules .
When entering for training in accordance with Article 17 of the Federal Law No. 99-FL, in addition to the documents specified in paragraph 56 of the Procedure, a compatriot presents originals or documents copies provided by Article 17 of the Federal Law No. 99-FL.
When applying (in Russian language) for entering the Institute a foreign citizen provides the following documents:
- a copy of the identity document of the applicant or a document certifying the identity of a foreign citizen in the Russian Federation in accordance with Article 10 of the Federal Law No. 115-FL of 25th of July 2002 “On the Legal Status of Foreign Citizens in the Russian Federation” (Collected Legislation of the Russian Federation, 2002, №30, Article 3032).
-the original of the state standard document on education (or its certified copy in the established order) or the original document of the foreign state on the degree of education and (or) qualification recognized in the Russian Federation at the level of the state document on education (or its duly certified copy), as well as in the case provided by the laws of the Russian Federation, a certificate copy of recognizing the presented document;
- a certified translation into Russian of a foreign country document on the level of education and (or) qualifications and annexes to it (in case the latter is stipulated by the law of the state which such a document on education is issued in).
- copies of documents or other evidence confirming the belonging of a compatriot, living abroad, to the groups provided by Article 17 of the Federal Law No. 99-FL;
- 3 photos. •
Surname, name and patronymic (if available) of the applicant indicated in the translations of the submitted documents must correspond to the surname, first name and patronymic (if available) of the applicant indicated in the entry visa.
Foreign citizens enrolled within the quota for educating foreign citizens also provide the letter of referral of the Ministry of Education and Science of the Russian Federation.
Enrollment of foreign citizens in the Institute is curried out on the basis of Entrance Examinations results, conducted to determine the applicants' ability to master the relevant professional educational program.
Enrollment of foreign citizens in the Institute for training under bachelor's and specialist training programs is carried out on the basis of the results of Entrance Examinations on the relevant general education subjects, the form of which is independently determined by the Institute.
Entrance examinations on Russian Language and Literature for applicants-citizens of distant foreign countries are held in the interview form.
Examination requirements for Entrance examinations on the specialty correspond to the enrollment requirements for applicants - citizens of the Russian Federation.
If foreign citizens have passed the USE on corresponding general subjects the current year, the Institute takes into consideration the results of the USE as the results of entrance examinations in such general subjects. •
Foreign citizens entering the first year on the basis of entrance examinations, the form of which is independently determined by the Institute, have the right to apply to one university and participate in the contest simultaneously in three areas of training (specialties), which the main educational programs are realized on in the Institute, and also at the places within the Enrolment Check Numbers and in the places under contracts with the payment of training cost.
Foreign citizens who have USE certificates can enter the University on the basis of the USE results and apply for entering no more than five universities at the same time, on three areas of training (specialties), on various forms of education which the basic educational programs are implemented on, and simultaneously at places within the framework of Enrolment Check Numbers and at the places under contracts with the payment of training cost.
When enrolling in the Preparatory Department, foreign citizens shall take entrance creative tests on their specialty.
Enrollment of foreign citizens entering on the basis of letters of referral is carried out within the timeframe determined by the Ministry of Education and Science of the Russian Federation.
The enrollment of foreign citizens for training under contracts with the payment of training cost by individuals and (or) entities is carried out after the training contract conclusion, as well as payment of the training cost in accordance with the terms of the contract, but no later than one day before the starting the academic year.
Foreign citizens enrolled in the Institute's students shall submit the certificate of the 086-y form on the health general state of and shall pay for acquiring the compulsory medical insurance policy.
